Class 7 Civics Chapter 2 Role of Government in Health Questions and Answers

Question 1: In this chapter, you have read that health is a wider concept than illness. Look at this quote from the Constitution and explain the terms ‘living standard’ and ‘public health’ in your own words.

An important part of the Constitution says it is the “duty of the State to raise the level of nutrition and the standard of living and to improve public health.”

Answer: Living standard means an individual’s level of living. People living in hygienic conditions and enjoying all the comforts of life are said to leading a high standard of living. On the other hand, people who live in unhygienic filthy places and drink polluted water and eat unhygeinic foods are said to lead a low standard of living.

Public health is defined as the science of protecting and improving the general health of the general population through education, policy-making and research on disease and injury prevention. Indicators such as mortality rate, birth rate, nutrition index etc. are used to measure how good or bad public health is for a given population

Question 2: What are the different ways through which the government can take steps to provide healthcare for all? Discuss.

Answer: The government can take steps to provide healthcare for all by:

  • Increasing the number of hospitals, healthcare centres and family welfare centres.
  • Organising free camps for check up of general public.
  • Organising Pulse Polio campaigns.
  • Spreading health awareness among common people through different means. Workshops, seminars and training camps can also prove to be effective ways.

Question 3: What differences do you find between private and public health services in your area? Use the following table to compare and contrast these.

Answer:

FacilityCost of ServicesAvailability of service
PrivateExpensive (high cost)  The service is easily available as the private health centers use modern and advanced techniques. They are also not very crowded.
PublicCheap (low cost)  It is difficult to avail proper services as there is a lack of equipment. The public health centers are very crowded and service is very slow and inefficient.

Question 4: ‘Improvement in water and sanitation can control many diseases.’ Explain with the help of examples.

Answer: ‘Improvement in water and sanitation can control many diseases.’ This statement is true if we consider the number of water-borne diseases that many people suffer from. Diseases like diarrhoea, dysentery, and cholera which cause many deaths can be prevented if clean drinking water is provided and sanitation facilities are looked after.

For example, we often see the spread of dengue and malaria in the highly populated cities like Delhi due to faulty waste management practices in the cities. Both dengue and malaria are caused by mosquitoes breeding on stagnant water of poorly maintained lakes and canals. Situation can be controlled by draining the canals and cleaning the lakes with the help of sewage treatment plants and solvents.
